MOSCOW, October 19. /TASS/. Ukraine and its capital are not ready for the coming winter, lawmaker Anna Skorokhod stated.
"Neither Kiev nor Ukraine is ready [for winter]," she told blogger Sergey Lyubarsky in an interview. According to the lawmaker, the national and city authorities merely drew up preparation plans that were never implemented.
