NEW YORK, August 12. /TASS/. US authorities invested more than half a billion dollars in a General Dynamics plant in Texas to boost production of 155 mm artillery shells, including for Ukraine, but the facility ultimately failed to produce a single usable munition, ProPublica, a nonprofit investigative journalism organization, reported on Wednesday.
In 2024, the Pentagon paid for new Turkish-made equipment at the plant near Dallas. However, rather than improving efficiency, the machinery produced defective items and kept breaking down, the report said. The US Army shut down two of the plant's three production lines in 2025. Work continued on the third line, but the facility produced "not a single usable shell."
The military has not sought to recover funds from General Dynamics or its Turkish contractor Repkon over the "fiasco [that] cost American taxpayers $533 million." Instead, it has continued to award the company new contracts, the report said.
The US Army told ProPublica that it plans to recover the funding "by getting unspecified discounts from General Dynamics on production orders."
Moscow has repeatedly stressed that Western arms supplies to Kiev and assistance in training Ukrainian servicemen only prolong the conflict and do not change the situation on the battlefield.
