Bank of Russia advises lenders to support entrepreneurs affected by terrorist attacks

The regulator also urged lenders not to charge fines or penalties for overdue payments to entrepreneurs affected by terrorist attacks, and not to demand early loan repayment

MOSCOW, August 10. /TASS/. Russia’s Central Bank has advised lenders to support entrepreneurs affected by terrorist attacks, the regulator reported on its website.

"Small and medium-sized enterprises that have suffered from the terrorist attacks on logistics centers, warehouse, production, trade, office, and other facilities will have an opportunity to have their loans and microloans restructured," the report said.

The Bank of Russia also urged lenders not to charge fines or penalties for overdue payments to entrepreneurs affected by terrorist attacks, and not to demand early loan repayment. "Lenders are recommended to refrain from charging late payment fees and penalties and demanding early repayment of outstanding loans. If lenders change the terms of loan agreements, they are advised to inform borrowers about new payment schedules as soon as possible," the regulator said.

The restructuring shall not deteriorate entrepreneurs’ credit histories, the Central Bank noted.

The Bank of Russia also advised lenders to approve restructuring applications of these borrowers whether they have the right to loan repayment holidays by law or not and treat such a restructuring as an independent measure to support business.

The regulator’s recommendations regarding loans held by entrepreneurs whose warehouses have been affected by attacks apply through August 31, 2027.
