China regrets UN Security Council’s failure to reach agreement on Ukraine resolution

UNITED NATIONS, March 24. /TASS/. Beijing regrets the United Nations Security Council’s failure to pass Russia’s proposed resolution on the humanitarian situation in Ukraine, China’s Permanent Representative to the United Nations Zhang Jun said on Wednesday.

"The fact that the Security Council has failed to reach an approval [of the resolution] is regretful," he said, adding that the People’s Republic of China voted for the resolution as it wanted to bring to the international community "the importance of the humanitarian issue in Ukraine."

Currently it is the most important "to demonstrate the political will and find an efficient way through talks as soon as possible," the diplomat noted.

Earlier on Wednesday, the United Nations Security Council did not support Russia’s proposed resolution on the situation in Ukraine in a voting. Russia and China cast affirmative votes, none of the Security Council’s members were against, whereas the remaining 13 members of the Security Council abstained, among them France, the UK, the US, India, Ireland, Kenia, Mexico, Norway, Albania, Brazil, Gabon, Ghana, the UAE. For the resolution to be passed, it should be supported by at least nine members of the UN Security Council out of 15 (five permanent and ten non-permanent) provided that none of permanent members exercises a veto.

Russia drafted the resolution on the humanitarian situation in Ukraine after France and Mexico refused to agree on their variant and submitted it for consideration of the UN Security Council. Belarus, the DPRK and Syria acted as co-authors of the Russian draft. Russian Permanent Representative to the United Nations Vasily Nebenzya said earlier that when preparing the draft resolution, Moscow tried to go away from any politization, whereas the western variant only placed responsibility for the situation in Ukraine on Russia. In the Russian draft the urge to ensure humanitarian aid was addressed to "all sides."
