Russia, China should see tech cooperation as priority under Western pressure — expert

SHANGHAI, March 31. /TASS/. Russia and China should regard cooperation on technologies as a priority considering that the West's sanctions pressure on the countries will not weaken, said Alexander Lomanov, Deputy Director for Research at the IMEMO RAS at the Russian-Chinese conference of the Valdai Discussion Club and the Center for Russian Studies at the East China Normal University in Shanghai.

"The West's sanctions pressure on both Russia and China in the field of advanced technologies will not weaken under any circumstances. The West will not help either Russia or China. Therefore, cooperation on advanced technologies is becoming one of the priority areas for Russia and China," he said.

Lomanov pointed out the value of the capital of mutual trust between Russia and China, political trust between the leaders of the two countries, which is increasingly turning "into trust between the elites, into growing trust between peoples."

The expert noted that Russia and China need to be prepared more than ever for the emergence of so-called "black swans" (term used for unpredictable events with high impact - TASS)

"In some cases, trust capital can be much more valuable than material capital, because it is a guarantee of the stability of our bilateral relations, the ability to cope with external challenges. On the other hand, more than ever, we need to be prepared for changes, for what is called the emergence of "black swans" that fall suddenly, and "gray rhinos" (term used for probable events with high impact - TASS) that stand somewhere nearby, but we have stopped paying attention to them," the analyst added.

"Now, obviously, both the Chinese and Russian discussions are asking the same question: if suddenly Russia manages to achieve a partial easing of Western sanctions, how will this affect cooperation between the two countries? The answer in some cases, as a rule, is the same: the two countries have a lot of work to do to create common production and distribution chains," the expert concluded.
