MOSCOW, November 20. /TASS/. Ukraine has created a "sabotage manual" so that its former citizens can commit illicit acts against Russia in the Donbass and Novorossiya, Andrey Kartapolov, head of the Russian State Duma (lower house of parliament) Committee on Defense, said.

"We’re seeing these threats materialize before our eyes. That is why we need this law (on limiting access to information about the actions of the authorities and organizations on territories where martial law is in force - TASS). We must recognize that under martial law, when aggression threatens any part of our territories or the whole country, we need to create conditions for thwarting and repelling [sabotage], including in society," the lawmaker stressed during the discussion of the bill in the Duma plenary session.

To prove his point, Kartapolov showed his fellow lawmakers "a document translated from Ukrainian." "This is a sabotage manual. It details what and how a person who used to be a Ukrainian citizen and who is now a Russian citizen could do, depending on his or her occupation. From administrative employees to drivers, schoolchildren and others. It is very detailed," Kartapolov emphasized.
