Putin to address parliament next year, preparations underway — Kremlin

MOSCOW, November 23. /TASS/. The Russian president’s address to the Federal Assembly is already in the works, Kremlin Spokesman Dmitry Peskov told TASS.

He added that Russian President Vladimir Putin will address the parliament by the end of the winter or in early spring.

"Certainly, it is being prepared in advance, this is a lengthy process," the Kremlin official said.

According to Peskov, "there are no precise dates yet," but the address will not take place this year. "Nowadays, actually, the address traditionally takes place at some point in the spring or at the end of the winter," he added.

Usually, such presidential addresses are delivered annually but there can be exceptions. In particular, the 2017 State of the Nation Address was postponed until March 2018. First Deputy Chief of Staff of the Presidential Administration Sergey Kiriyenko said at that time that delivering an address to the Federal Assembly was the prerogative of the head of state that he could exercise "whenever he finds it appropriate.".
