Ukraine’s military target civilians lined up for potable water in Rubezhnoye

On April 20, Chechnya’s head Ramzan Kadyrov said that the city had come under the control of Russian forces

LAUGANSK, April 25. /TASS/. The Ukrainian military forces deliver fire targeting mass gatherings of civilians in the liberated city of Rubezhnoye in Ukraine, trying to disrupt supplies of the humanitarian aid for the local population, Leonid Pasechnik, the head of the Lugansk People’s Republic, said on Monday.

LuganskInformCenter news agency reported that Pasechnik paid a visit to the city of Rubezhnoye earlier in the day. Municipal authorities organized a "distribution of potable water" for civilians, according to the local news agency.

"The enemy sees mass gatherings of people and begins delivering a targeted fire in this direction," Pasechnik said. "Mines are delivered in such locations, the fire ensues and the deliveries [of the humanitarian cargo] are sabotaged under such conditions."

Chechnya’s head Ramzan Kadyrov said on April 20 that Rubezhnoye had come under the control of Russian forces. According to him, Russian troops, the LPR militia and the Akhmat special rapid response unit took part in an operation to liberate the city.

Russia’s military operation in Ukraine

The situation at the line of engagement in Donbass escalated on February 17. The Donetsk and Lugansk People’s Republics (DPR and LPR) reported the most massive bombardments by the Ukrainian military in recent months, which damaged civilian infrastructure and caused civilian casualties.

On February 21, Russian President Vladimir Putin announced recognizing the sovereignty of the Donetsk and Lugansk People’s Republics. Russia recognized the Donbass republics in accordance with the DPR and LPR constitutions within the boundaries of the Donetsk and Lugansk regions as of the beginning of 2014.

Russian President Putin said in a televised address on February 24 that in response to a request by the heads of the Donbass republics he had made a decision to carry out a special military operation in Ukraine. The Russian leader stressed that Moscow had no plans of occupying Ukrainian territories, noting that the operation was aimed at the denazification and demilitarization of Ukraine.
