Russia’s revised nuclear doctrine contains provisions on potential response to West

"This doctrine is available to the public," Dmitry Peskov said

MOSCOW, April 24. /TASS/. Russia’s recently revised nuclear doctrine spells out in detail under what conditions the country can use nuclear weapons, and is available for anyone to read, Russian Presidential Spokesman Dmitry Peskov said on Thursday.

"Our doctrine clearly outlines the conditions under which nuclear weapons may be used. This doctrine is available to the public," Peskov said at a press briefing commenting on Russian Security Council Secretary Sergey Shoigu’s statement made earlier that Russia reserved the right to use nuclear weapons in case of Western aggression.

On November 19, 2024, Russian President Vladimir Putin signed a decree ratifying the revised nuclear doctrine, Basic Principles of State Policy of the Russian Federation on Nuclear Deterrence. The core principle of the document is that nuclear weapons are the last resort to safeguard the country's sovereignty.

Specifically, the document broadens the scope of countries and military alliances subject to nuclear deterrence. The list of military threats against which nuclear deterrence can be employed has also been revised. Aggression from any non-nuclear state, with the involvement or support of a nuclear state, will be treated as a joint attack on Russia.
