Rosatom coordinating draft intergovernmental agreement on NPP with Ethiopia — envoy

The signing of the agreement will initiate the phase of design and engineering work

MOSCOW, October 26. /TASS/. Rosatom is coordinating with Ethiopia a draft intergovernmental agreement on cooperation in the construction of a nuclear power plant (NPP), Russian Ambassador to Ethiopia Yevgeny Terekhin said in an interview with TASS ahead of the Russia-Africa summit.

"In December 2025, Rusatom International Network and the Ethiopian Nuclear Energy Commission concluded a non-disclosure agreement regarding confidential information. The parties are coordinating a draft intergovernmental agreement on the fundamental principles of cooperation for the construction of an NPP in Ethiopia. The signing of the agreement will initiate the phase of design and engineering work. It should be noted that the interaction is carried out in strict accordance with IAEA standards and regulations," he said.

Rosatom and Ethiopia’s Electric Power Corporation signed an action plan for an NPP construction project in September 2025 in Moscow in the presence of Russian President Vladimir Putin and Ethiopian Prime Minister Abiy Ahmed, the diplomat noted. "The government established a specialized body, the Ethiopian Nuclear Energy Commission, in October 2025 to address those objectives, which maintains direct working interaction with Rosatom," he added.
