Ukrainian armored vehicles and multiple rocket launchers have been deployed to schoolyards in the city of Nikolayev, but there has been no evacuation of civilians from nearby residential areas, the chief of Russia’s national defense command center, Mikhail Mizintsev, said on Tuesday.

"Russia’s inter-departmental coordination center for humanitarian response, acting in cooperation with the law enforcement agencies, continues to thoroughly put on record numerous outrageous cases of Ukrainian nationalists using civilian infrastructures and civilians for military purposes as a human shield. In Nikolayev, multiple rocket launchers, armor, and trucks loaded with ammunition have been deployed to the premises of schools N. 6 and N. 7. The population of nearby residential areas has not been evacuated," said Mizintsev, who leads the inter-departmental coordination center for humanitarian response in Ukraine.
