Putin urges Kiev to fulfil Minsk agreements and complete prisoner exchange with Donbas

MOSCOW, December 18. /TASS/. Russian President Vladimir Putin urged Kiev on Thursday to fulfil the Minsk agreements and complete the exchange of prisoners of war with (the people’s militia fighters of the self-proclaimed DPR and LPR republics) in the south-eastern Donbas region of Ukraine by the end of the year. “By the Christmas Eve, by the New Year they (prisoners of war) must return home,” the president said at his annual big news conference.

He said that “such exchange was to be held yesterday according to the “30 for 30 formula.” The prisoners of war were brought, “but a Kiev representative said that the exchange would not take place until the next Minsk meeting,” Putin said.

The Russian president said that the exchange should be held according to the “all for all” scheme.

According to him, “there are people (among the prisoners) who had been detained not during hostilities (in the south-east of Ukraine), but in Kherson or Odessa.”
