Lavrov slams Kiev’s position on refugee swap as unconstructive

While speaking about the Ukrainian sailors arrested in Russia, Lavrov noted that the two countries’ ombudspersons continued dialogue on the matter

MOSCOW, January 16. /TASS/. Ukraine does not show a constructive approach during talks on the exchange of prisoners in Donbass, Russian Foreign Minister Sergey Lavrov said at his annual news conference on Wednesday.

"We continue to support processes that should pave the way for more prisoner swaps in Donbass in accordance with the Minsk Agreements and result in the all-for-all exchange. Members of the Contact Group [on resolving the situation in eastern Ukraine] discuss these issues but there has been no constructive approach from Ukrainian representatives," Lavrov said.

He pointed out that when a prisoner exchange had been conducted in Donbass at the end of 2017, Ukraine had refused to free over 20 people on the exchange lists though all names had been verified. "Ukraine failed to fulfill one of its promises then," Lavrov said.

While speaking about the Ukrainian sailors arrested in Russia, Lavrov noted that the two countries’ ombudspersons continued dialogue on the matter. "I hope it will produce results and if agreements are reached, [I hope] they will be implemented," the Russian foreign minister concluded.

The "all-for-all" prisoner exchange is one of the key features of the Package of Measures for the Implementation of the Minsk Agreements, singed in February 2015. The latest prisoner exchange took place on December 27, 2017. Kiev handed 233 prisoners to the Donbass republics and received 73 prisoners in return. Both parties stressed that the prisoner exchange process had not been completed and they were determined to do everything possible to continue it. However, the parties have so far been unable to reach any new agreements on the issue.
