Russian telecom regulator improving Telegram blocking methods - press service

Roskomnadzor has not prepared appropriately for the large-scale blocking and does not use existing modern methods to comply with laws, ICT expert Ilya Massukh said earlier

MOSCOW, April 29. /TASS/. The Russian telecom regulator Roskomnadzor is improving tools for Telegram messenger blocking, press service of the authority told TASS.

"Roskomnadzor is improving on a daily basis tools making it possible to perform the court decision on limiting of access to Telegram in the territory of Russia," the press service said.

The comment was made in return to comments of the professional community criticizing methods of messenger blocking, which led to failures in operation of certain websites and services.

Roskomnadzor has not prepared appropriately for the large-scale blocking and does not use existing modern methods to comply with laws, ICT expert Ilya Massukh said earlier.

According to deputy head of the regulator Vadim Subbotin, more advanced methods indeed exist but they are not suitable to limit operations of messengers. All the mobile messengers operate now using IP address changing systematically, the official said.

On April 13, Moscow’s Tagansky Court satisfied the claim of Roskomnadzor to block access to the Telegram instant messaging service in Russia due to its failure to provide the keys for decrypting users’ messages to the Federal Security Service (FSB). On April 16, communication providers embarked on carrying out the blocking process.
