MOSCOW, July 3. /TASS/. The speaker of Russia's parliamentary lower house, Sergey Naryshkin said on Friday that the West together with authorities in Kiev was simulating constitutional process in east Ukraine's war-torn Donbas region.

Speaking after a session at the State Duma, Sergey Naryshkin said: "The West together with the Kiev authorities only simulates constitutional process in Ukraine, aggravating the humanitarian crisis in Donbas."

These actions undermined the Minsk peace process endorsed by leaders of Russia, Ukraine, Germany and France, Naryshkin said, referring to the peace deal signed in February in the Belarussian capital.

Based on September’s stillborn Minsk peace protocol, the deal laid out a road map for a lasting settlement in Ukraine, including local elections and constitutional reform to give the self-proclaimed eastern republics of Donetsk and Luhansk more autonomy.
