Russia’s Internet watchdog offers to pre-filter Web content

MOSCOW, December 2. /TASS/. The Safe Internet League, a major Russian organization fighting dangerous Web content, has suggested introducing a pre-filtration of Internet content by connection operators on the basis of “white lists,” special filters handling all traffic, the league’s head Denis Davydov told reporters Tuesday.

“Pre-filtration is the best way to protect children and families,” Davydov said.

Pre-filtration should not be offered as a service, but as a separate free option, which will be available with each operator.

The league’s head said the fulfilment of the initiative needs single standards of filtration, which are still absent in Russia. Since the technology of filtrations is yet to be elaborated and is yet to be endorsed by all the involved parties, a bill on the pre-filtration is unlikely to be approved by the end of 2014.

The league will also address the Education and Science Ministry with a proposal to create internal Internet for schools. Such a Web will have access only to information needed for studies.
