Kremlin says agencies to hammer out process for Putin’s Donbass Russian passport decree

On April 24, Putin signed a decree, which simplifies the procedure for obtaining Russian citizenship by residents of the Donetsk and Lugansk people’s republics

MOSCOW, April 29. /TASS/. The procedural issues to implement President Putin’s decree on issuing passports to the residents of the Donbass region will be resolved on a departmental level, Kremlin Spokesman Dmitry Peskov told reporters.

"This is not the president’s plan. The relevant departments of the Interior Ministry, which oversee the passport system, and other government agencies will see to that," he said when asked whether Putin had a detailed roadmap to carry out his decree. Due to that, Peskov could not answer a question on whether new Russian citizens living in Donbass will pay taxes to the Russian budget.

"Many details will become clear as the passport-acquirement process proceeds," he explained.

On April 24, Russian President Vladimir Putin signed a decree, which simplifies the procedure for obtaining Russian citizenship by residents of the Donetsk and Lugansk people’s republics. He emphasized that the decision stemmed from the need to protect the rights and freedoms of citizens based on the principles and norms of international law.
