DONETSK, February 2. /TASS/. Talks of the Contact Group were disrupted by Kiev, in particular by President Petro Poroshenko, the leaders of the self-proclaimed Donetsk and Luhansk People's Republics (DPR and LPR), Alexander Zakharchenko and Igor Plotnitsky, said in a joint statement on Monday.

"If Poroshenko and Kiev’s representatives had signed those agreements, there would have been no Volnovakha, no shelling of Pervomaisk, Donetsk and Luhansk, there would have been nothing of what made us defend our territories," Plotnitsky said.

"All responsibility rests on Poroshenko, who is unable to fight against an army and is fighting against people instead," he stressed.

Kiev must commission its authorized representative to settlement talks in Minsk, Zakharchenko and Plotnitsky said in a joint statement on Monday.

"Kiev’s proposal to adjust the disengagement line against the Minsk protocol is an attempt at a deceit, which is geared to force the militias to retreat," said Plotnitsky.

"Kiev wants to retreat to the disengagement line as of September 19, which means we are to cede our positions. They are seeking to deceive us once again. If Poroshenko and Kiev’s representatives had signed those agreements, there would have been no Volnovakha, no shelling of Pervomaisk, Donetsk and Luhansk, there would have been nothing of what made us defend our territories," he said.

Earlier, the issue of Kuchma’s competences at the Contact Group talks was raised more than once. At the latest meeting in Minsk, the representatives of the self-proclaimed Donetsk and Luhansk People’s Republics (DPR and LPR) insisted on Kiev’s commissioning an authorized representative to the talks as a key condition. Ahead of the meeting on January 31, the DPR and LPR representatives said they wanted to see an official document on that matter signed by the Ukrainian president.
