Improvised explosive device masked as flashlight went off in man’s hands in Russia’s southern city of Rostov-on-Don
ROSTOV-ON-DON, April 6. /TASS/. An explosion has occurred in the center of Russia’s southern city of Rostov-on-Don, one person was wounded, a source in the regional law enforcement agencies told TASS on Thursday.
"The incident occurred at about 7am Moscow Time. According to preliminary data, a man was wounded," the source said, adding that the area had been cordoned off. Special services are working at the scene.

A homeless man found a package at about 6.30am Moscow Time and decided to check its contents, including the flashlight that was there," he said. According to the source, the explosive device went off when he tried to turn on the flashlight. The explosion blew his hand off.
Earlier reports said the incident occurred at about 7am Moscow Time. A school is located close to the accident scene, the area has been cordoned off. Special services are working at the scene.
