BERLIN, November 21. /TASS/. No draft decision on deploying an armed mission to Ukraine has been submitted to the Organization for Security and Cooperation in Europe (OSCE), German Foreign Ministry spokesman Martin Schaefer told a press briefing in Berlin on Monday.
"Not yet at the moment. The issue is very complex, as it runs counter to the organization’s usual practice," he said when asked by a TASS correspondent whether there is a draft decision on a police mission to be discussed at a meeting of the organization’s Permanent Council.
Schaefer recalled that Kiev and the Ukrainian president personally call for the deployment of an armed mission to the Donbass region. "Ukraine raises this issue at almost every "Normandy format" meeting. We have taken into account the fact that the Russian president is ready to fulfill the Ukrainian side’s desire. This implies, however, that both sides need to cooperate," he noted.
The "Normandy Four" leaders held talks in Berlin on October 19 and 20. After the meeting Ukrainian President Pyotr Poroshenko said that an agreement had been reached on deploying an armed OSCE mission to eastern Ukraine. He stressed that this idea had been supported by Russian President Vladimir Putin.
Clarifying Putin’s stance, presidential spokesman Dmitry Peskov said on October 24 that "President Putin indeed responded to this idea with a potential consent." He noted though that so far this idea has no "specific content," because "the OSCE has no understanding of how this mission can be formed, where it could be deployed and so on.".
