MOSCOW, February 17. /TASS/. A truce stipulated by the Minsk accords and announced in Donbas on February 15 is observed on the larger part of the conflict zone but it is early to speak about a full ceasefire, Luhansk People’s Republic (LPR) Head Igor Plotnitsky said on Tuesday.

"The [truce] regime is largely observed," he said in a live interview with Russia’s Rossiya TV Channel. "Debaltsevo is the only area where shelling continues," he said in reply to a question about the truce observance.

The DPR head said he and Donetsk People’s Republic Head Alexander Zakharchenko "had come under mortar and artillery fire."

Commenting on UN reports that over 500,000 people in the Donetsk and Luhansk Regions had no access to drinking water, Plotnitsky said "the humanitarian situation in the LPR remains quite tense."

"All our efforts are aimed at timely restoring the supply of water, gas and electricity," he said.
