LUHANSK, December 11. /TASS/. The self-proclaimed Luhansk People’s Republic has unilaterally started a pullback of heavy artillery from the disengagement line, assistant commander of the sel-proclaimed republic's people’s militia Vitaly Kiselev told the Luhansk official news agency.

Weapons are being pulled back 15 kilometers from the disengagement line under the Minsk peace deals, he said.

Representatives of Kiev authorities, south-eastern Ukrainian regions, the Organization for Security and Cooperation in Europe (OSCE) and Russia have agreed on a peace settlement plan and a ceasefire in embattled Ukraine’s south-east at a meeting of the Contact Group in Minsk on September 5.

On September 20, the Contact Group on Ukraine adopted in Minsk a memorandum on fulfilling the ceasefire regime. The document consists of nine clauses, particularly a ban on the use of all types of weapons, their pullback from the contact line by each conflicting party.

Control over memorandum’s implementation was shouldered on the OSCE. OSCE envoy in Ukraine Heidi Tagliavini, former Ukrainian President Leonid Kuchma, Russian Ambassador in Kiev Mikhail Zurabov, Donetsk republican Prime Minister Alexander Zakharchenko and leader of the Luhansk People’s Republic Igor Plotnitsky inked the deal.
