According to the ministry, OSCE monitoring mission reports omit numerous facts of violation of Minsk agreements by Ukraine

MOSCOW, November 14. /TASS/. The reports of the special monitoring mission of the Organization for Security and Cooperation in Europe (OSCE) in Ukraine omit the facts of movement of Ukrainian troops, violation of the Minsk agreements by Kiev authorities and neo-fascism rampage, the Russian Foreign Ministry said on Friday.

“We are concerned over approaches taking shape recently in the work of the OSCE special monitoring mission in Ukraine,” the ministry said, noting “There is an impression that their effort seeks for aid and support only to one party to the conflict - official authorities in Kiev,” the ministry noted.

“Its reports systematically give detailed accounts of movement of the military units of the Donetsk and Lugansk People’s Republics, but ignore the data on military preparations and concentration of attack Ukrainian attack forces along the contact line,” the ministry said. “They also fail to notice numerous facts of violation by the Ukrainian military of not only the Minsk agreements of the Contact Group, but also international humanitarian law norms, as well as the rampage of neo-fascists and nationalists in the Kiev-controlled regions. They also hush up the cases of Ukrainian security agencies’ pressure on OSCE observers. Such policy of the mission’s leadership undermines trust to its work.”

“We have to recall once again about the main goal of the special monitoring mission which is fixed in its mandate and for the sake of which it was set up in March 2014 that is to promote alleviation of tension, peace, stability and security. Unfortunately, this goal has not been attained for about eight months,” the diplomatic agency said.

The ministry also noted currently “key tasks of the special monitoring mission are control over fulfilment of the Minsk accords, primarily observance of the ceasefire regime and security zone, assistance to prisoner exchange, aid in investigating violations of humanitarian law and rights, including mass graves and use of banned weapons.” “Promotion of dialogue to improve the situation and support to observance of rights of ethnic minorities which the OSCE forgets about for some reasons are among most important tasks of the mission,” the ministry said in comments.

Russian Foreign Ministry noted that to resolve its tasks the mandate of the special monitoring mission required to establish contacts with local representatives, primarily the leadership of the self-proclaimed republics. “As far as we are concerned, militias are open for such co-operation,” the foreign political agency said.

“We proceed from the assumption that fundamental working principles of the special monitoring mission, according to its mandate, should remain openness and no bias,” the ministry noted, adding that “Censorship in editing the observers’ reports in favour of one of the conflicting parties, as well as recently registered cases of targeted pressure on and rudeness towards Russian representatives of the mission are inadmissible,” the Russian Foreign Ministry said.

“We would like to recall that the special monitoring mission should report about all obstacles put up to the work of observers and Kiev official authorities bear the full brunt of responsibility for ensuring security, privileges and immunities of all OSCE international employees in Ukraine, including Russian citizens,” Russian Foreign Ministry added.
