KIEV, October 29. /TASS/. Speaker for Ukraine’s National Security and Defense Council Andriy Lysenko said on Wednesday Kiev could not have withdrawn the signature on the disengagement agreement because such a signature never existed.

“One cannot withdraw what never existed,” Lysenko said at the Ukraine Crisis Media Center.

Earlier, the National Security and Defense Council told TASS it had no information on this problem. “We haven't received such information from Ukrainian leader of the coordination group Yuri Dumansky. Thus, the statements on withdrawing the signature are unconfirmed,” it said.

On Wednesday morning, first vice-premier of the self-proclaimed Donetsk People’s Republic Andrei Purgin said Ukraine had withdrawn the signature of its representative, General Dumansky, on the agreement on disengagement in Donbass.

On September 20 in Minsk, the Trilateral Contact Group on Ukraine comprising representatives of Ukraine, Russia and the OSCE adopted a memorandum outlining the parameters for the implementation of commitments on the ceasefire in Ukraine laid down in the Minsk Protocol of September 5. The document contains nine points, including in particular a ban on the use of all armaments and withdrawal of weapons with the calibres of over 100 millimeters to a distance of 15 kilometers from the contact line from each side. The OSCE was tasked with controlling the implementation of memorandum provisions.
