MOSCOW, October 28. /TASS/. The Russian Emergencies Ministry announced on Tuesday plans to send a new humanitarian convoy to the Donetsk and Luhansk regions in south-east Ukraine.

The convoy is expected to depart from the town of Noginsk near Moscow at 3pm Moscow time, the ministry said.
