VIENNA, September 22. /ITAR-TASS/. The buffer zone in eastern Ukraine will be divided into five sectors to be observed by OSCE’s about 350 inspectors, Russia’s Ambassador to the Organisation Andrei Kelin told ITAR-TASS on Monday.

“The plan to divide the zone into sectors is in place: in Luhansk and in Donetsk will be working 90-100 inspectors in every city; in Kramatorsk, Mariupol and Antracit — 50 in each city," he said.

The parameters of the security area were negotiated September 19 in Minsk at the session of the contact group on Ukraine with participation of representatives from Ukraine, OSCE, Russia and the Donetsk and Luhansk people’s republics. The agreements were set in a memorandum on the implementation of paragraphs of the protocol upon the results of the contact group’s consultation (September 5) regarding the steps aimed at the implementation of the peace plan in eastern Ukraine.

In particular, the peace plan envisages the deployment of an OSCE monitoring mission within the group of observers during a day in the ceasefire area. “The abovementioned area should be divided into sectors, the amount and borders of which should be negotiated within the preparations of the mission’s activities,” the document says.

German drones in Ukraine?

Germany is ready to send about 10 drones and 100 people for the OSCE Monitoring Mission to Ukraine, Andrei Kelin said on Monday.

They can be deployed as soon as all issues are coordinated, he added.

Unmanned aircraft for observing the buffer zone are supplied through several channels. Particularly, in August Austria’s Schiebel received a contract on supplies of unmanned aircraft like helicopters, Kelin said.

“German and French unmanned aircraft are planning to be stationed. German drones are practically ready for this: these are about 10 UAV,” he said.

“These are specialised combat aircraft - small reconnaissance planes,” Kelin said.

“A big team of specialists will accompany them. They will work within the OSCE Mission. Probably, the team will include over 100 people: specialists, logistics experts, operators, gun pointers and guards,” he said.
