LUHANSK, September 22. /ITAR-TASS/. The self-proclaimed Luhansk and Donetsk People's Republics will not conduct elections to Ukraine's parliament, the head of the Luhansk republic said on Monday.

"We will organize our own elections, our people will hold these elections. Ukraine will be our neighbour," Igor Plotnitsky said, adding the polls could be held in November.

Andrey Purgin, the first deputy prime minister of the Donetsk People's Republic, told ITAR-TASS earlier that snap elections to Ukraine's parliament scheduled for October 26 will not be held in the region. He also said that local elections will take place in the Donetsk republic by the end of the year.

Observers at the election

Around 600 OSCE experts will monitor the parliamentary election in Ukraine. The OSCE mission includes representatives of the OSCE Parliamentary Assembly, NATO Parliamentary Assembly, the Council of Europe and other organizations.

Last week, a sensitive issue was raised concerning presence of Russian observers at the Ukrainian election. Ukraine's Central Election Commission (CEC) member questioned the need for presence of Russia's State Duma observers. A mission of the OSCE Bureau for Democratic Institutions and Human Rights in Ukraine, however, invited Russian parliamentarians to take part in the monitoring of the parliamentary election.
