UNITED NATIONS, September 19. /ITAR-TASS/. Russia suggests United Nations Secretary General Ban Ki-moon look at a possibility of appointing a UN special envoy for MH17 crash probe and sending a special mission to the crash site in collaboration with the OSCE, Russian Permanent Representative at the UN Vitaly Churkin said on Friday at a UN Security Council meeting.

He said that Russian delegation has seen no will on the part of the secretariat to display any initiative to promote international investigation of the crash. “We think it important that the United Nations Secretary General should analyze the state of things on the above problems and deliver a detailed report to the Security Council, including his suggestions about additional measures to promote the investigation,” he said.

“It would probably be expedient to look at establishing a post of a secretary general’s envoy on that matter and sending, in collaboration with the OSCE [Organization for Security and Cooperation in Europe], a mission to the crash area,” Churkin said.

Russia has questions over a probe into the crash of a Malaysian Boeing airliner in Ukraine which the country intends to send to UN Secretary-General Ban Ki-moon and a committee inquiring details of the incident, Vitaly Churkin said.

“A preliminary report about the causes for the air crash does not lift our concerns and moreover gives reasons for new questions which Russia is ready to discuss with partner states in the constructive vein. We intend to send the list of these questions to the committee, will hand over this list to the UN general secretary and will make it public as an official document of the Security Council,” he said.

The diplomat said that a report the Dutch Security Council produced with intermediate results of the investigation “is not quite informative and does not contain convincing data about details of the air crash”. “Protraction and soft-pedalling of the process are obvious. So, data on talks of flight controllers was handed over only in late August, according to available reports. A growing number of questions also arises over whether the investigation meets norms and standards of the International Civil Aviation Organisation (ICAO),” the Russian ambassador said.

However, Churkin noted that Russia was not seeing to cast doubts on the Dutch-led probe into the Malaysian MH17 crash in eastern Ukraine.

“Some speeches hinted that having called today’s session Russia is casting doubts on the investigation conducted by the Dutch commission,” he said. “This is not true. It is an absolutely wrong statement.”

United States Permanent Representative Samantha Power claimed that Russia was seeking to impede the investigation of the crash and accused Russia of being involved in combat operations in Ukraine and providing militias in eastern Ukraine with weapons. That is why, she said, Russia cannot give any advice about the investigation.

In reply, Churkin said she had “no right to voice any judgment about Russia’s position at the Security Council” and her words were just an attempt to “muddy the waters” around the real state of things.
