Laws on Donbass special status, amnesty contribute to deescalation — European Parliament

STRASBOURG, September 17. /ITAR-TASS/. The laws on a special status for certain areas of Donbass /embattled Donetsk and Lugansk regions in eastern Ukraine/ and on non-prosecution of participants of hostilities there, adopted by Ukraine’s parliament Tuesday, contribute to de-escalation in Ukraine, the European Parliament said in a draft resolution obtained by ITAR-TASS.

The document will be agreed by all political groups of the European Parliament and put to vote on September 18.

According to European lawmakers, the above-mentioned laws are an important contribution to the process of de-escalation as part of implementation of Ukrainian President Pyotr Poroshenko’s peace plan.

Ukraine’s parliament on Tuesday passed the law granting a special self-rule status to certain districts in the Donetsk and Lugansk regions for three years. The text of the document was published on the Verkhovna Rada’s website. Elections to local self-government bodies were set for December 7.

The Rada also passed a law on amnesty for participants of hostilities in Ukraine’s war-torn eastern regions except for those people who committed serious crimes.

Clashes between Kiev's troops and local militias in the southeast Ukrainian Donetsk and Lugansk regions during Kiev’s military operation to regain control over the breakaway territories, which call themselves the Donetsk and Lugansk People’s republics /DPR and LPR/ have killed some 3,000 people, according to UN data.

The parties to the conflict agreed on cessation of fire during talks mediated by the Organization for Security and Cooperation in Europe /OSCE/ in Minsk on September 5. The long hoped-for ceasefire took effect the same day, but there have been reports that it has been violated several times.
