Artillery strikes heard again in Donetsk

DONETSK, September 08./ITAR-TASS/. The first half of the day was relatively calm in Donetsk, but after 12:00 residents again reported that artillery strikes were heard in many districts of the city, the city council press service said.

At the same time, the lull in the morning allowed resuming electricity supply to one district, where 30 transformer stations were repaired. Repair also continued on damaged gas lines.

Water supply is disrupted in four districts in Donetsk.

The mayor’s office said Donetsk was one of few cities in the region that had water, though not enough. Supply from the Donets-Donbass canal is limited.

An agreement on a ceasefire and a peace plan was reached during the meeting of the contact group in Minsk on September 5 with the participation of representatives of Kiev, southeastern Ukrainian regions, the OSCE and Russia.

Leaders of the Donetsk and Luhansk republics repeatedly said they would observe the ceasefire.

Ukraine’s armed forces during the lull are actively rotating, bringing new troops and weapons to deployment places in the southeastern regions, Vice-Premier of the self-proclaimed Donetsk People’s Republic Andrei Purgin told ITAR-TASS on Monday.

“Ukraine is conducting an active rotation of its troops, bringing new troops in. There is movement of vehicles. They have new armoured personnel carriers," he said.

The Donetsk republic’s forces reported the growing number of Ukrainian troops near the residential site of Debaltsevo. “We will certainly draw attention of international organizations to it,” Purgin said.

It is the third truce during which Ukraine actively rotates and moves its troops.

”They are doing what was impossible without truce conditions. All the movements of convoys would have been impossible. During the truce, convoys of combat vehicles reach destinations and prepare for attacks,” he said.

A Ukrainian Security and Defense Council official admitted that new troops and equipment arrived at the zone of the military operation, while a ceasefire was declared.

“Ukraine has enough forces to repulse enemy attacks. Forces and equipment that arrive in the zone of combat operations are being prepared,” the National Security and Defense Council’s spokesman Andrei Lysenko said on Monday.

Ukrainian troops observe the ceasefire, but in case of threat to their lives they open retaliatory fire, he said, adding troops remained at deployment places where they were before the ceasefire agreement was signed.
