LUHANSK, August 22. /ITAR-TASS/. Luhansk, a city in southeastern Ukraine which has been cut off from communications and power and water supply for three weeks is shelled daily by Ukrainian military, City Hall said on Friday detailing the situation.

In the latest shelling, the Avangard stadium sustained severe damage, City Hall said. "City residents are not paid wages, allowances or pensions. Though basic food is still available, queues instantly form for bread and milk which are sold "off the trucks."

On Friday, part of the Russian humanitarian aid convoy crossed the border with Ukraine heading for Luhansk.

The Russian Foreign Ministry said all the guarantees for safe passage of relief supplies had been given, and that the International Committee of the Red Cross had officially recognized them. The ICRC also checked the delivery routes.

"All the pretexts to delay the relief supplies to people in the area of the humanitarian catastrophe have been exhausted," the Russian Foreign Ministry said. "Our humanitarian aid convoy is starting towards Luhansk."

Meanwhile, Kiev said that Ukrainian military will not use its air force against the Russian convoy.

"No, we won't use aviation against them," head of Ukraine's Security Service Valentin Nalivaichenko told reporters on Friday.

Kiev will inform the International Committee of the Red Cross about the situation with the convoy, he said adding that Ukraine could not stop the convoy as it was moving through the militia-controlled territory.
