KIEV, August 22. /ITAR-TASS/. The Russian humanitarian aid convoy has started to move ignoring the existing accords, Ukrainian borderguards said on Friday.

"The customs-cleared trucks began to move into the Ukrainian territory at 12:20, Moscow time, as the Ukrainian border and customs group was blocked at Russia's "Donetsk" checkpoint, " the press service of the Ukrainian border service reported, adding that the convoy had ignored the existing cargo clearance accords and was moving without the escort of representatives of the International Committee of the Red Cross.

An ITAR-TASS correspondent in an on-the-spot report earlier in the day said the first batch of Russian trucks with relief supplies had crossed the border heading for Luhansk.

Russia bears responsibility for the safety of its humanitarian convoy that has just crossed the Ukrainian border, a spokesman for Ukraine's security council said on Friday.

"The Ukrainian side has proposed holding talks with Russia but Russia refused," Andrei Lysenko said adding that the Ukrainian Foreign Ministry would soon issue a statement on the Russian convoy.

Ukraine's Foreign Ministry has dismissed Russia's decision to give the green light to movement of the humanitarian aid convoy towards destinations on the Ukrainian territory as a "yet another glaring violation of key principles of international law".

Along with it, the ministry said all the necessary instructions had been issued to ensure safe passage of the convoy and to rule out provocations.

Head of Ukraine's Security Service Valentin Nalivaichenko is expected to touch upon the situation with the Russian humanitarian aid convoy at a news briefing at 7 pm GMT representative of the country's National Security and Defense Council Andrei Lysenko told reporters on Friday.
