UNITED NATIONS, August 15/. /ITAR-TASS/. The UN Security Council on Friday will vote on the resolution on sanctions against the Islamists, destabilising the situation in Iraq and Syria, the UK mission to the UN said on Thursday.

The meeting is scheduled for 15:00pm (23:00pm, Moscow time), Ian Griffiths, press attache for the UK permanent mission to the UN that is presiding in the Security Council in August, told ITAR-TASS. He said the final version of the resolution was already distributed and the UK hoped it would be adopted unanimously by 15 members of the UN Security Council.

The document, a copy of which was posted on the Internet, expresses concern over the fact that parts of the Iraqi and Syrian territories are controlled by the Islamic State (IS) and Jabhat al-Nusra groups that spread the “extremist ideology” and pose a threat to security and stability of the two countries. The draft resolution envisages putting on the sanctions list of six key figures of the two groups. The UN Security Council’s sanction measures provide for freezing of their assets and restrictions on their travel abroad.

The draft resolution also expresses readiness to consider possible putting on the sanctions list of the persons, groups and organisations that support extremists, including provide financial aid, arm or recruit militants.

The resolution draft gives separate attention to the recruitment of foreigners for the participation in combat operations in Syria and Iraq. The militants are demanded to leave these countries without delay and stop atrocities. The document also warns against oil trade with terrorists, saying that the funds from such deals are used to finance subversive operations. The resolution expresses readiness in this regard to impose sanctions on the buyers of oil in the areas of Syria and Iraq, controlled by extremists.

The resolution demands that IS and Jabhat Al-Nusra immediately stop violence and terrorist acts, surrender arms and disband. The UN member states are urged to co-operate in the search and bringing to justice of those who commits, organises and funds terrorist acts, as well as to take all possible measures for combating terrorism in accordance with their commitments under international law.

Observers say that the draft resolution is based on Chapter VII of the UN Charter that envisages the use of force, among other measures. However, the use of military force is not directly authorised by the document.
