MOSCOW, July 15./ITAR-TASS/. Moscow hopes that contacts with the newly appointed UN Special Envoy for Syria, Staffan de Mistura, will promote Syria’s dialogue, Russia’s Foreign Ministry says.

“Russia is committed to its position for stabilising the situation in Syria by political and diplomatic means,” the ministry says.

“We call for stepping up the efforts aimed at resuming the direct inter-Syrian dialogue within the Geneva-2 international conference and in compliance with the Geneva communique of June 30, 2012,” the ministry says.

“We seek to promote the process in cooperation with the newly appointed UN Special Envoy for Syria, Staffan de Mistura, international and regional partners,” the ministry says.

Russia supported UN Security Council Resolution 2165 on the humanitarian situation in Syria. The resolution “took into account Russia’s concerns and priorities”, the ministry says.

“The resolution confirms Syria’s sovereignty and territorial integrity. Humanitarian aid will be delivered in compliance with the UN principles.” The resolution implies that the UN monitoring mission will be deployed on the territory of adjacent countries - Jordan, Iraq or Turkey.

The resolution voices serious concern over the growth of terrorist acts by such extremist groups as the Islamic State of Iraq and Levant, Jabhat al-Nusra and the Islamic Front, the ministry says.

“The resolution notes the importance of local reconciliation in Syria that proved its effectiveness in delivering foodstuffs to the population,” it says.

The ministry noted the Syrian government’s constructive position on easing access of humanitarian aid to the country.

“The resolution is designed to contribute to improving the situation in Syria. It creates additional possibilities for maintaining constructive cooperation between the humanitarian agencies and the Syrian government to deliver assistance to the population,” the ministry says.
