MOSCOW, April 04. /ITAR-TASS/. It is scarcely possible to discuss prospective democratic procedures related to the formation of state power agencies, Leonid Slutsky, the chairman of the State Duma committee for Eurasian integration and rapport with the fellow-countrymen as he made public a draft statement of the house ‘On Political Repressions in Ukraine’.

“Freedom of association, freedom of expression of opinion on political issues, and freedom of speech are being restricted conscientiously and across the board in Ukraine today,” he said. “In the light of it, it is difficult enough to speak about a possibility of conducting democratic procedures related to the formation of the agencies of state power.”

“Political repressions rule out a possibility of a civilized solution of the political crisis in Ukraine, since groundless persecution of opposition leaders and arrests of politicians do not tally with the declarative claims of the so-called new authorities on commitment to democracy,” Slutsky said.

He underlined the State Duma’s profound concern over the mass encroachments on human rights and freedoms in Ukraine.

“The self-proclaimed authorities that produced a state coup in Ukraine and that rely on extremist forces and draw law enforcement agencies into their actions using llegal methods to their political opponents,” Slutsky said. “They use repressions and physical violence for persecute Ukrainians out of political motives.”

He warned that the Ukrainian radical nationalists were building up pressure on the native speakers of Russian in all regions of Ukraine’s and especially in its southeast.

“Hundreds of participants in the protest movement have been detained and/or arrested and one of them is Pavel Gubarev, the people’s governor of the Donetsk region,” Slutsky believes. “Political repressions embrace our Russian fellow-countrymen and those who’re speaking in favor of constructive cooperation with Russia.”

He called on the State Duma “to appeal to all the institutes of the so-called state power in Ukraine, to the forces of law and order, and to the entire Ukrainian society to put an end to political repressions and purging of the opponents who act out of political motives.

Slutsky also urged the Ukrainian authorities to start political dialogue with the opponents and to resolve the problems Ukrainian society is faced with in strict compliance with law.

He singled out the fact the draft statement had been introduced by the Duma speaker and leaders of all the political parties.

“When the case in hand is the persecution of our fellow-countrymen and those who support cooperation with Russia, all the political forces in the State Duma are united,” Slutsky said.
