KIEV, March 11. /ITAR-TASS/. National Security and Defense Council of Ukraine has decided to form what it has called “a national guard” on the basis of internal troops, the Verkhovna Rada’s speaker Oleksandr Turchynov, appointed to act as the country's president, said on Tuesday.

Mobilization to the armed forces and the national guard would be partial and apply only to volunteers “who have already done military service”, he added.
