KIEV, January 30. /ITAR-TASS/. Law on amnesty for participants in the ‘actions of protest’ in Ukraine, which the national parliament adopted earlier this week, was drafted with due account of proposals put forward by the opposition and the authorities and the MPs voted for it in strict compliance with the parliamentary procedure, Ukraine’s first President Leonid Kravchuk said Thursday.

His statement was released by his press service.

“It’s very important that a compromise solution was eventually identified on the basis of agreements reached by the opposition and President Viktor Yanukovich,” Kravchuk said, adding that the compromise options concerned not only the law on amnesty but also the laws, which the Verkhovna Rada endorsed January 16.

When a compromise is the core element of debates, “there can be no ideal laws fully satisfying all the sides,” he said.

“All of it was unfolding in front of my eyes — the sides (to the talks) coordinated details of the law on amnesty, like separate words and positions, removed the provisions, which the opposition feared might be misinterpreted or misunderstood,” the statement said.

“After that, the leaders of parliamentary factions said the bill could be put up for voting in the Rada,” Kravchuk said adding that the law anticipated all these issues.

“A compromise solution has been reached,” he said. “As an individual with an expansive experience in politics and practical everyday life, I am looking everyone in the eye and stating things the way they are.”

“There was no diktat and everyone put up proposals for discussion and they were entered in the text (of the bill) later,” Kravchuk said.

“In other words, there can be no claims against the amnesty law from this angle of view,” the statement said. “What’s most important is that the road to eliminating the political crisis has finally been unblocked. This emergency session of the Verkhovna Rada will definitely go down to the history of Ukraine as an important step in the solution of the knottiest political crisis.”

“As this country’s first President, I urge the opposition, the government and, on top of that, all the citizens to develop a realization of the danger Ukraine has found itself in, and hence each of us should make maximum effort to rescue the situation,” Kravchuk said.
