BISHKEK, December 03. /ITAR-TASS/. Kyrgyzstan's Interior Ministry said criminal proceedings have been opened over the riot in the city of Osh in the south of the republic on Monday.

On December 2, 2,000 to 8,000 supporters of arrested former parliament speaker Akhmatbek Kelgibekov gathered in Osh's central square to demand his release within the next three days. The protesters tried to seize the building of the regional administration.

"The case was opened over public calls for violent overthrow of the Constitutional order, violence against government representatives and hooliganism," the Ministry said.

Police stopped the crowd but nine officers were injured in the clash.

"No arrests have been made within the case yet," police said, noting that the masterminds behind the rally could be placed under arrest once their identified were established.

Meanwhile, Keldibekov's supporters set up three tents in Osh's central square where they began to wait for the authorities' response to their demand.

Earlier on Tuesday, Kyrgyz Prime Minister Zhantoro Satybaldiyev chaired a conference with senior law-enforcement bodies urging them to take touch measures to prevent destabilization of the socio-political situation in the republic.

"The attempt to seize the administrative building was illegal causing city residents' concern as it disrupted the operation or trade outlets, public transport and other public facilities," the prime minister said. "All the attempted by persons with destructive ideas to rock the situation in provinces should be stopped while culprits must be held responsible," the government press service quoted him as saying.

Satubaldyev warned Osh mayor Melis Myrzakmatov about the inadmissibility of "exceeding his authority", after the mayor, in public remarks, urged the regional police guarding the building "to remember Talas and what people did to the interior minister then."

In April 2010, several thousand protesters in Talas, a regional center, beat up special task force police, including Interior Minister Moldomus Kongantiyev.
