Russian children adoptn by foreign same-sex families be prevented

MOSCOW, February 15 (Itar-Tass) – Sergei Naryshkin, the speaker of the State Duma lower house of Russian parliament, suggested including in international adoption agreements safeguards against Russian children’s adoption by same-sex families.

“It is necessary to envisage mechanisms against such risks,” he told the meeting of the expert council on legislative protection of children’s interests in Russia.

Russia, specifically, has concluded an adoption agreement with France where same-sex marriages were legalized this week. In this connection Naryshkin said that such measures could be initiated in the framework of the working group in the State Duma chaired by deputy speaker Lyudmila Shvetsova.

Naryshkin also dwelt on the importance of children’s protection in Russia. He said there is a need for prevention of social orphanhood, a simpler adoption procedure and state support for adoptive families. “Several bills on social support of invalid children and increasing motivation for adoption are drafted now and will be debated as soon as they are ready,” he said.

At the same time he acknowledged that legislative measures alone are not enough. “The situation should be cardinally changed. Moral laws should be adopted and the attitude to children and family in society should change,” he said.
