NEW YORK, September 28. /TASS/. EU finance ministers will discuss excluding Vietnam and Panama from the tax blacklist in October 2026, Bloomberg reports, citing sources.

According to them, Vietnam will be moved to the gray list of countries that do not comply with international tax standards but commit to implementing reforms. Panama, in its turn, will be completely removed from the blacklist, the sources said.

Panama has been on the EU blacklist since 2020, while Vietnam was added in February 2026.

The EU's tax black and gray lists were created in 2017 following major tax scandals of prior years, such as the Panama Papers or LuxLeaks.
