MOSCOW, August 25. /TASS/. Holding elections alone will not bring about a change of regime in Ukraine, which instead requires serious talks with the United States resulting in the creation of a transitional administration before elections can be organized, former Ukrainian Prime Minister Nikolay Azarov told TASS.

He said that if elections were held under Ukraine's current political conditions, manipulation and fraud would allow representatives of the existing regime to come to power again.

"What difference will elections make now, in these circumstances? They will elect whoever needs to be elected - that is completely obvious. Will the current regime remain in place? Of course it will," Azarov said.

"To avoid such a scenario [in which the Kiev regime remains in place], very serious talks with the Americans are needed, along with arguments that could persuade the current US administration to make certain concrete compromises. What would those concrete compromises be? First and foremost, a transitional administration and elections overseen by certain bodies that would prevent Nazis from coming to power again," he concluded.
