Trump believes peace deal to precede security guarantees to Kiev

NEW YORK, March 1. /TASS/. US President Donald Trump does not consider it possible to discuss security guarantees to Ukraine until a peace agreement is reached, US Secretary of State Marco Rubio said.
"[Trump] said: 'Why am I going to be talking about security guarantees? Let me get a peace deal first.' That doesn't mean they [security guarantees] can't happen as part of that negotiation, but you have to have an agreement. What peace is there to secure if you first don't have an agreement on peace?" he said in an interview with CNN.
For the conflict to end it is first of all necessary to clarify the requirements of both sides, Rubio noted. "What do the Russians need? What do they need to see in order for them to stop fighting? What do the Ukrainians need in order to stop fighting? And then once you have that in place, then you can decide the next step, and what do we need to do to make sure this never happens again, that it doesn't happen in two years, three years, five years," he said.
"I don't think President Trump is interested in a one-year ceasefire. I don't think he's interested in a six-month ceasefire. He wants this thing to end," Rubio stressed.
