DUBAI, October 17. /TASS/. The militant wing of the radical Hamas movement will release foreign citizens among the hostages seized in southern Israel "when circumstances permit," Abu Obaida, the spokesperson for the Izz ad-Din al-Qassam Brigades, said.

"We will release captives with foreign nationality when circumstances allow," he told the Al Jazeera TV channel.
