UN Secretariat not mandated to monitor compliance with resolution on Iranian nuke program

UNITED NATIONS, October 27. /TASS/. The United Nations Secretariat is not mandated to monitor compliance with Security Council Resolution 2231 on the Iranian nuclear program and the West’s allegations otherwise are not true, Russian Permanent Representative to the United Nations Vasily Nebenzya said on Wednesday.

"Time after time, we hear Western delegations saying that the UN Secretariat is allegedly authorized to monitor the implementation of resolution 2231. Such statements are not true," he said at a UN Security Council meeting.

According to the Russian diplomat, the UNSC president’s note S/2016/44 entitled "Security Council tasks under Security Council resolution 2231 (2015) says it clearly that the Security Council is authorized to monitor the implementation of this document. Apart from that, this document puts it absolutely clearly that the Security Council replies to the member states’ inquiries about the implementation of the resolution and responds to reports about possible violations, he added.

He drew attention to provision 5 of the above-mentioned note, which says that the Security Council "l shall seek to make decisions related to the functions specified in the present note by consensus and under a noobjection procedure, with a deadline of at least five working days, without prejudice to the possibility of voting pursuant to the Security Council’s provisional rules of procedure. "It means that any action concerning the functions in provision 2, either monitoring of the resolution implementation or handling information on its possible violation, requires a UN Security Council resolution," Nebenzya noted. "No such resolution on the statements on the alleged violation of resolution 2231 by Iran and Russia has been passed. Moreover, it is obvious that its members have serious differences on this matter."

He also stressed that the UN Secretariat can carry out other activities only under a corresponding instruction from the Council. "No such additional instruction, especially concerning a probe, has come to the Secretariat from the Security Council," he stressed.

In August, The Washington Post published an article alleging that Iran was delivering drones to Russia. Subsequently, similar statements were made by US administration officials. Kremlin spokesman Dmitry Peskov then dismissed such claims as fake news.

Peskov said he has no information about any purchases of Iranian drones by Russia, adding that the question should be referred to the Russian Defense Ministry. He emphasized that Russia was using only domestically produced drones.

Iranian Foreign Minister Hossein Amir-Abdollahian said in late September that his country was not supporting any party to the Ukrainian conflict and opposed arms deliveries to both Kiev and Moscow.
