Moscow and Damascus hope Syria aid distribution won’t be politicized
The disastrous humanitarian situation at the Rukban camp is seriously overlaid with crimes
MOSCOW, March 14. /TASS/. Russian and Syrian inter-agency coordination headquarters expect that the funds collected during the third international donor conference will be distributed without any politicization, they said in a joint statement on Thursday.
The third international donor conference on Syria opened in Brussels on Tuesday. Representatives of more than 85 countries and organizations arrived in the Belgian capital to collect funds by March 14 to help Syrian citizens and refugees and also discuss the latest events in Syria and the settlement process in the country. Russia is represented at the conference by Deputy Foreign Minister Sergey Vershinin.
"We expect that the distribution of the collected funds won’t be politicized and most of them will be spent on restoring peace on the territories controlled by the Syrian authorities, including on ensuring a decent life in the areas, where the residents of the Rukban camp wish to return," the statement said.
The disastrous humanitarian situation at the camp is seriously overlaid with crimes. "We want to remind that according to the UN official statistics, more than 95% of the Rukban camp’s residents want to leave it, and 80% want to return home in the areas controlled by the Syrian government as soon as possible," the Russian and Syrian representatives emphasized in a joint statement.
Moreover, they noted that UN Regional Humanitarian Coordinator for the Syria Crisis Panos Moumtzis said in his statement that the Rukban camp is not a place where people should live, calling for creating all conditions for evacuating it.
The Rukban refugee camp emerged on the Syrian-Jordanian border in 2014 after Amman closed its border due to security and economic concerns. The area, which is controlled by illegal armed groups, is facing a severe humanitarian crisis.
On February 20, 2019 two mobile checkpoints Jleighem and Jebel al-Gurab were set up for evacuating refugees from the Rukban camp, which is located within the 55-km zone around the US Al-Tanf base.
On March 5, the Russian Defense Ministry said that a cemetery with 300 fresh graves had been found near the camp. According to the ministry, the camp has lost its status to have been turned into a "reservation where hostages are held by force." The Russian Defense Ministry said most of the shelters in the camp were unlivable in wintertime, the sanitary conditions were appalling and food and other goods could be purchased only at improvised outdoor bazaars controlled by the militants. Later, Russian satellites’ images uncovered new burial sites at the Rukban refugee camp, with the overall number of graves reaching 700, the Russian and Syrian inter-agency coordination headquarters said.
