Dmitry Medvedev determined the list of state-run agencies, which are to move from downtown Moscow to the territory attached to the capital. Before July 9, 2012 the presidential property management department is to make proposals on this issue. The Kremlin said that the relocation will begin not earlier than in late 2014.

The Federation Council and the State Duma, federal executive authorities, presidential administration, governmental staff, the Prosecutor General’s Office, the Investigation Committee, the Audit Chamber and several important legal agencies are getting ready for the relocation, the Moskovsky Komsomolets writes. Meanwhile, Russian presidential aide Arkady Dvorkovich said that the officials will have to resettle not earlier than in two years. At first the deadlines of relocation and the order of priority will be set, it will take the whole 2013 year for designing and 2014 for construction.

As for the costs of the relocation the presidential aide noted that “this issue was not discussed in earnest,” the Kommersant daily notes. He only put it clearly that the construction of new facilities for authorities will be funded from the revenues after the sale of the buildings, which are occupied now. According to preliminary estimates, the relocated state-run agencies occupy from one million to two million square meters now. According to the estimates of the realtors, such a massive construction can cost 1.5-3 billion dollars. The territory, which the state-run agencies occupy now, can be sold at least at the double price, according to experts.

One should not hope that the former governmental buildings will be given to the children’s creativity centres or scientific-research institutes, the Novye Izvestia believes. According to the general director of the Centre of Political Technologies Igor Bunin, the buildings will be sooner provided for the tourists. Expensive hotels and entertainment centres will be opened at the places of the State Duma and the Federation Council. The relocation will be made not earlier than in 2018, the political scientist said. “It seems to me that our President Elect Vladimir Putin is not eager to leave the Kremlin,” the political scientist said. “On the contrary, Medvedev wants the plan that he initiated to be realized somehow,” he underlined.
