ST. PETERSBURG, December 8. /TASS/. Russia’s constitution should be “living”, which means it can be amended to meet the requirements of life, Russian President Vladimir Putin said on Monday.

“Our constitution is secured against ungrounded intrusions stemming from minute-serving political considerations,” he said at a meeting with judges of the Russian Constitutional Court. “At the same time, the constitutional process can never be completed for good. Occasionally, life demands adjustment of the basic law.” In his words, that was why amendments had been made last year to merge the Supreme Court and the Supreme Court of Arbitration. The step was made to ensure equal protection by the law for all.

“We must constantly analyze constitutional norms and apply them to the rapidly changing reality, we must study law enforcement practice, we must be able to see beyond the horizon,” Putin said, adding that the Constitutional Court is playing a major role in creating the “living” constitution. “Your interpretations of the constitution only enrich it,” Putin stressed. “IN terms of its text, the constitution remains as it was, but as years go by, thanks to the position of the Constitutional Court the constitution is becoming more and more dimensional and modern.” He noted that the Constitutional Court’s analytical arsenal included not only principles and norms of international law but also studies of outstanding Russian lawyers.
