MOSCOW, December 3. /TASS/. By appointing foreigners to the key government positions, Ukraine's President Petro Poroshenko has proved that Kiev is dependent on the United States and the European Union, members of Russia’s upper house of parliament, the Federation Council, said on Wednesday.

A member of the Federation Council’s foreign affairs committee, Igor Morozov, said the fact that President Poroshenko has been forced to turn to Western partners’ help when appointing government officials deals a heavy blow to the new government’s image.

“The search for ministers of the economic bloc from overseas shows that either Poroshenko does not trust fellow nationals or this is an imposed decision and by taking it he stressed that this is a puppet government,” the lawmaker said.

“The new Ukrainian cabinet of ministers will remain under control of the EU and the US, and all the further steps of President Poroshenko will depend on Western partners,” Morozov said.

The acting chairman of the upper house’s foreign affairs committee, Vladimir Djabarov said: “I think this is not a good practice. This is strange for a country with such a huge human resource capacity as Ukraine.”

Ukraine's parliament approved on Tuesday the formation of a new government which will have 19 ministers, including three foreigners who had received Ukrainian citizenship on the same day especially for the top job.

US national Natalya Yaresko was appointed Ukraine’s finance minister. Georgia-born Alexander Kvitashvili became Ukraine’s health minister while native of Lithuania Aivaras Abromavichus was appointed the new minister of economy.

Also on Tuesday, Ukraine’s parliament registered a bill on amendments to some national laws concerning the rules of hiring foreigners to work at state bodies in accordance with Ukraine’s state interests. The bill was proposed by the Petro Poroshenko bloc.
