Talks on eastern Ukraine must involve militias — Russian diplomat

KIEV, November 18. /TASS/. Russia is ready to take part in all talks on the embattled eastern Ukraine, but with participation of its representatives, Deputy Foreign Minister Grigory Karasin said commenting on Kiev’s appeals to Moscow for EU and US brokered talks on Donbass on a neutral territory.

“There are people [in eastern Ukraine] who the population trusts, and it is them that a dialogue must be established with,” Karasin said.

“All agreements must be implemented,” Karasin said. “The Kiev authorities demonstrate an irresponsible approach to all issues and agreements discussed earlier,” the diplomat said.

“Russia is ready to take part in all talks, but with participation of Ukraine’s south-east,” Karasin said.

Kiev invites Moscow for talks on eastern Ukraine on neutral territory

Kiev authorities called Moscow for talks on Donbass (the eastern Donetsk and Luhansk regions) on a neutral territory, brokered by the European Union and the United States, Prime Minister Arseniy Yatsenyuk said at a joint news conference with Norwegian counterpart Erna Solberg.

“We invite the Russian Federation to serious talks on a neutral territory,” Forbes Ukraine quoted him, saying the United States and the EU countries would mediate in these talks.

According to the United Nations, more than 4,000 people have been killed and hundreds of thousands have fled Ukraine’s east as a result of clashes between Ukrainian troops and local militias in the Donetsk and Luhansk regions during Kiev’s military operation, conducted since mid-April.

The parties to the Ukrainian conflict agreed on a ceasefire at OSCE-mediated talks on September 5 in Belarusian capital Minsk two days after Russian President Vladimir Putin proposed his plan to settle the situation in the east of Ukraine.

The ceasefire took effect the same day but has reportedly occasionally been violated.
