MOSCOW, October 14. /TASS/. Russian President Vladimir Putin said Tuesday he supports tougher criminal responsibility for corruption but added that a ban on amnesty for corrupt officials would be too tough.

“I am a supporter of toughening responsibility for corruption manifestations,” Putin said at a meeting of the Human Rights Council.

He said “all loopholes in the current legal framework should be removed to make earlier adopted decisions work effectively”, adding that such proposals should be discussed with human rights activists and public organizations.

However, the president did not support the proposal to ban amnesty for corrupt officials.

“Some things are probably excessive, even in my view, for example, impossibility of an amnesty for that category of people,” Putin said. The head of state, however, said that if human rights movements believe amnesty for such types of crimes should be canceled, it can be done.

“But it seems to me that would be too tough,” the Russian president said.

“I agree with those who say that despite all problems drawing attention to Ukraine, we should certainly in no case forget about our own problems, one of the most acute of which is corruption,” Putin said.

The Russian leader supported HRC member Kirill Kabanov’s proposal to check implementation of the national plan to fight corruption.

“We see either complete ignoring on the part of ministries, departments and state corporations or simulation of activity,” Kabanov said. According to his idea, the HRC, the All-Russian People’s Front and the presidential department on counteraction to corruption should carry out a joint inspection of the national anti-corruption plan implementation.

“Let’s do so. It will surely be useful,” Putin said.
